Can Oracle Virtual Manager for Solaris over provision virtual machines?

As part of a performance testng engagement I was looking at design document for Oracle Virtual Manager (OVM). I wanted to add a virtual machine to host the load testing tool. I was very surprised that unlike VMWare you cannot over provision the virtual machines. That means if you have X threads on your Solaris machine you can only have a total of X vCPU created in your virtual machines.

So more workload partitioning rather the virtual machines.
