Where does performance testing fit into ITIL?

Today the boss said we the IT department are going to align ourselves with ITIL. He explained that some of us will go to be in Service Design (working with development to get ready for the new service), some to Service Transition (moving the service from development to operations) and some to Service Operations (keeping the wheels on the road). So where does performance test sit in this the organisation. From what I can make out of the ITIL v3 books is that performance testing will be the responsibility of the service transition manager. We will take the information from the “Service Design Package” (produced by the Service Design Team) as our performance test requirements and run performance tests. However, just because the Service Transition manager has responsibility for making sure the testing is done it does not mean that I have to sit in his department and I may stay in Performance Testing in the QA department.
